Idle speed issues

Trying to fine tune my weber carbs. Popping through thru the carbs upon acceleration led me to believe that they were running too lean.

I didn't touch the idle set screw, but as I increased the mixture (more rich) the idle speed picked up considerably, close to 3000.

I checked for linkage hangups (none that I could see), the engine was warm. Punching the accelerator pedal did nothing to bring it down (or clear any linkage issues).

I dialed back the idle set screw to make sure that wasn't the issue, and though it did decrease the idle speed a bit, it came no where close to where it should be. (The set screw is no longer in contact with the stop)

My question is this:

How do I get the idle down to where it should be?

(The carbs are supplied by an electric fuel pump)

what about your individual throttle butterfly screws on each carb - where are they set?
