E3 rear Bilstein set-up.

Is this the correct rubber bushing for the Bilstein conversion on the E3 rear shock. I outsource these and they came back looking good and when I installed them noticed that the shaft just kept going into the trunk compartment. Then noticed there was no washer on the side of the shock, clearly the issue.
Question, does the washer on the spring side, abut rubber bushing, and if so, does that mean the inner steel spacer tube needs to be longer, because as it is, it’s about 3/4 of an inch short of the length of the rubber bushing.
Also found out that you really don’t need a compressor as these just unscrew with little tension from the spring. Not sure if this is normal, of course the bill Steen shock has numerous
