I'd like to know the proper bolt torque. Thermostat Housing to Case? Water Pump to Case? Pulley to Water Pump?

Not near my own list or manuals.

Answer mostly dependent upon fastener size. (See general rules above charts )

From memory, M6 bolts = 10Nm (~7 Ft Lbs.); M8 bolts = 22Nm (~16 Ft Lbs)

"Ballpark" torques in a pinch?

None of the components you listed are mentioned in the "blue books" via a vis assembly torques. If you are fastening steel components, I'd say you could comfortably use a standard fastener spec table. Where aluminum components are involved, I'd use the lower strength alloy torques from the chart so as not to deform the thermostat housing flange.
