What's the difference between paint job done on lacquer vs. liquor?

Could the rust jump from the black to the blue? I read a ridiculous claim on this board about rust jumping.

It doesn't really jump, it radiates to another surface.

See, there you go Don making claims that make no sense. Just like cancer that spreads in our bodies via the blood stream and lymphatics, rust spreads in cars via the HVAC system and brake lines!

If there is a chance the seller doesn't know much about these cars, he might not know how bad the black one is. On the flip side, he might not know how good the blue one is. A sunroof doesn't make it a better car...a glass out, engine out quality paint job on a solid, dry body sure would, though! What if that car had a big bill from a quality body shop and the car's owner gave the title and walked away. Now this guy has it? Maybe it's a crappy paint job from the seller's cousin over bondo, who knows. I'd look if I wasn't way over here.
