I would think so, given an add currently on kleinanzeigen: they sell 20 sets of keys without locks, based on numbers.
These keys also show the codes stamped on them.
The add further specifically describes these as "workshop" keys, (or "valet" keys in US terminology) opening only doors+ignition. With 6, and not 7 dimples, so I think we can confirm that aspect (# of holes for valet keys) confirmed.

+I am not sure how munch sense it makes that a shop has various sets of keys, but it is even less likely that a private individual has 17 sets of keys for personal use (car thieves aside).

Werkstattschlüssel heißt, man kann alle Türen aufsperren und auch die Zündung bestätigen.
Handschuhkasten und Kofferraumschloss nicht, da eine Vertiefung fehlt. Ist ja bewusst so gemacht worden, falls man nicht will, dass das Fahrzeug bei einer Inspektion im Kofferraum oder Handschuhkasten von Wertgegenständen erleichtert wird.
