Missing wiper relay plug..?

Hi,
First post here!
I'm putting my 2800Cs -69 together after a restoration since I bought it in parts a couple of years ago. Now I can't find the plug where the wiper relay is supposed to be - left side in the engine compartment together with the horn relay and high beam relay, am I correct?

There are only those two relay plugs there although there is space for a third one.
Is the relay located somewhere else and looks different on the earlier models?

The wiring harness looks untampered with which is why I am confused.

the wiper relay is located under the steering column near the odometer reset cable on mine, I think later cars had them over by the hood release lever. The third space under the hood is for fog light installation, not wipers.

They were never by the battery, under dash as Steve has explained

Thanks, good to know why there was an empty spot too.
Makes sense not to put the wiper relay so far away also.

Still can't find it though..

While we're on topic of relays and plugs, do you know where I can find this relay?
